Alberta moves to stage two of relaunch

It was announced today that Alberta businesses in Stage 2 will be able to open on June 12, 2020.

As the province enters stage two of relaunch, safety remains the top priority. More businesses, sport and recreation services can open if they are ready. Some larger gatherings for seated audience events will be permitted. In all cases, public health guidance must be followed.

A new interactive map will help Albertans understand the level of risk in their community and learn about any enhanced health measures at the local level, giving additional information on what they need to do to keep themselves and their loved ones safe and protected. Currently, no communities in Alberta need locally targeted enhanced measures.

What can open with restrictions

  • K-12 schools, for requested diploma exams and summer school, following guidance
  • Libraries
  • More surgeries
  • Wellness services such as massage, acupuncture and reflexology
  • Personal services (esthetics, cosmetic skin and body treatments, manicures, pedicures, waxing, facial treatment, artificial tanning)
  • Indoor recreation, fitness, and sports, including gyms and arenas
  • Movie theatres and theatres
  • Community halls
  • Team sports
  • Pools for leisure swimming
  • VLTs in restaurants and bars
  • Casinos and bingo halls (but not table games)
  • Instrumental concerts

The 50 per cent capacity limit for provincial campgrounds is also being lifted. Over the coming days, the online reservation system will be updated and sites will come online in phases. By July 1, all camping sites will be open for reservations. First-come, first-served sites may open sooner. Information on additional sites will be added to alberta.parks.ca when they become available.

Events and gatherings can be larger in stage two

Maximum 50 people:

  • Indoor social gatherings – including wedding and funeral receptions, and birthday parties

Maximum 100 people:

  • Outdoor events and indoor seated/audience events – including wedding and funeral ceremonies

No cap on the number of people (with public health measures and physical distancing in place):

  • Worship gatherings
  • Restaurants, cafés, lounges and bars
  • Casinos
  • Bingo halls

There is more flexibility for ‘cohort’ groups – small groups of people whose members do not always keep two metres apart:

  • A household can increase its close interactions with other households to a maximum of 15 people
  • Performers can have a cohort of up to 50 people (cast members or performers)
  • Sports teams can play in region-only cohorts of up to 50 players (mini leagues)
  • People could be part of a sports/performing and household cohort

Everyone is encouraged to follow public health guidelines and notify others in the cohort(s) if they have symptoms or test positive for COVID-19. If they do test positive or have symptoms, mandatory isolation is required.

Still not approved in stage two

  • Social gatherings that exceed above listed maximums
  • Regular in-school classes for kindergarten to Grade 12. Classes will resume September 2020
  • Vocal concerts (as singing carries a higher risk of transmission)
  • Major festivals and concerts, large conferences, trade shows and events (as these are non-seated social events and/or vocal concerts)
  • Nightclubs
  • Amusement parks
  • Hookah lounges (permitted for food and drink only)
  • Major sporting events and tournaments
  • Non-essential travel outside the province is not recommended. This recommendation will not be lifted until stage three of the relaunch strategy.

The success of stage two will determine when Alberta progresses to stage three. Factors are active cases, health-care system capacity, hospitalization and intensive care unit (ICU) cases, and infection rates. For more information, visit alberta.ca/RelaunchStrategy. Government of Canada creates a hub for organizations looking to find resources on buying and supplying personal protective equipment

The Government of Canada launched a new web hub to bring together available resources for organizations buying and selling personal protective equipment (PPE). As organizations re-open for business, they need reliable information on how to buy and sell the necessary supplies required to keep themselves and others safe.

The Supply Hub connects Canadian organizations from coast to coast to coast with federal, provincial, territorial and other resources and information about PPE, including consumer guidance. Buyers will find PPE supplier lists, in addition to guidance to help plan their PPE purchases. As Public Services and Procurement Canada continues to engage with our partners and advisory groups, the hub will evolve to include additional resources.

Government of Canada launches second call for proposals under the Local Food Infrastructure Fund

Today while hosting a videoconference with media, the Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri-Food, announced the launch of the second call for proposals under the Local Food Infrastructure Fund. This second call for proposals, valued at $43.4 million, will begin accepting applications today. The Fund aims to strengthen food support organizations and to help improve access to safe and nutritious food for Canadians at risk.

This second call for proposals under the program will support small and large community-led projects at facilities such as urban gardens, community kitchens, food banks, and greenhouses. Applications will be accepted on a continuous basis until funding has been allocated. Projects valued at up to $250,000 will be accepted. This second call for proposals could also support a cluster of organizations who are ready to enhance their regional food systems.

Cyber Threats To Canadian Organizations

The Canadian Centre for Cyber Security has issued an alert regarding cybercrime during the pandemic. The centre has assessed that the COVID-19 pandemic presents an elevated level of risk to the cybersecurity of Canadian health organizations involved in the national response to the pandemic, including but not limited to medical research, manufacturing, distribution and policy-making organizations. Supports for Individuals

MH Transit Adds New Safety Features, Return to Front Door Entry

The City of Medicine Hat has implemented new safety features and will return to front door boarding and fare collection. Beginning Monday, June 15, passengers will be required to board the bus through the front door and exit through the rear door. A discounted fare will also be reinstated. Each passenger must pay $1.00 per ride.

MH Transit will be offering refunds for anyone with bus tickets in amounts of 10 or full sheets. All April 2020 bus passes will be honoured in June and July. Bus passes for July and August will be sold at 50% off. More information can be found on the City website. MH Transit will continue to operate on its current adjusted schedule. 

The City also reminds residents to use Transit for essential travel only, which includes getting groceries, attending medical appointments or going to and from work.

Reopening the Esplanade: Coming Together… Carefully

Starting Monday, June 15, 2020, the Esplanade Arts and Heritage Centre will reopen its galleries, museum and archives, inviting patrons to Come Together… Carefully.

Hours of operation will be Monday to Friday, Noon – 5 p.m. by appointment. Bookings will be available on tixx.ca starting Monday. Walk-ins will be accepted, but their visit will be subject to availability due to limited capacity.

Admission is Pay What You Will (PWYW), where the guest decides on their fee, which is accepted by contactless payment, or cash deposited into a sealed box after the visit. Find more information.

Alberta Spotlight is online to help musicians reach you

Alberta Music, the National Music Centre, CKUA and Stagehand are partnering with support from the province to deliver Alberta Spotlight, a weekly online concert series featuring Alberta musicians. The funding will go directly to Alberta artists who will be performing. Many have lost income due to cancelled performances because of necessary public health measures to prevent the spread of COVID-19.

Alberta musicians Nuela Charles, Reuben and the Dark, and Ariane Mahrÿke Lemire will launch the Alberta Spotlight series on June 11, at 4:30 p.m.

Artists will perform in their own homes and studios with concerts available online at ckua.com/albertaspotlight. Each concert will feature up to five artists and run weekly throughout the summer. Musicians can apply to perform through albertamusic.org. From folk to rap, Albertans will have a variety of music genres to enjoy throughout the series. Fans will also have the ability to tip performers.

Government to support the safe reintegration of offenders under community supervision during COVID-19

The Government of Canada announced it will provide up to $500,000 to five National Voluntary Organizations (NVOs) to develop pilot projects that will help reintegrate offenders under supervision at community-based residential facilities (halfway houses).

The Association des services de réhabilitation sociale du Québec, Canadian Association of Elizabeth Fry Societies, John Howard Society of Canada, National Associations Active in Criminal Justice, and St. Leonard’s Society of Canada will draw on the expertise of their networks to identify and support innovative practices that have been successful at reducing the spread of COVID-19, while maintaining essential services for their clients. The lessons learned from these pilot projects will help halfway houses continue to deliver effective programs and services to offenders who are eligible for supervised release in the community and keep halfway house residents and surrounding communities safe during emergencies such as COVID-19.

Securing Canada’s Food Industry: Chambers Send Joint Letter To Minister Bibeau

Alongside our provincial and territorial chambers of commerce, we issued a letter to Minister Marie-Claude Bibeau urging the federal government to ensure Canada's food security by continuing to assist the agriculture and agri-food sector as it begins to recover from COVID-19. Read the letter.

Chamber Network and Travel Industry Leaders Send Letter 

Travel and tourism leaders sent a letter to Premier Jason Kenney on a coordinated restart plan for the sector and urging the Alberta government to take aleadership role to immediately establish clear and consistent health standards and protocols that are aligned with global rules and procedures and designed to build traveller confidence.
